The MSc(PM) delegation visited Hong Kong at the foundation stage of the new Hong Kong Airport development, a scheme that commanded the involvement of almost the entire world's dredging and reclamation capacity at that point in time.
The New Airport Projects Coordination Office (NAPCO) was the agency tasked with overseeing the development and project management of the new Chep Lap Kok Airport and its associated infrastructure, which itself comprised of ten core projects. A full briefing of the financing and management initiatives relating to the scheme by Mr Jhan Schmitz, the Consultant Project Manager of NAPCO was followed up with a site inspection by ferry to view the development proper.
The sea journey enabled a better appreciation of some of the major segments of the ten core projects, namely the cross-harbour tunnel and the two bridges that carry both the road and rail links between the city and the airport.
Parsons Brinckerhoff (Asia) Ltd and Maunsell Consultants Asia Ltd conducted briefing sessions which completed the overview of the airport scheme by elaborating on the BOT and procurement arrangements of the rail, road, bridge and tunneling projects that made up the development. The Chairman of Parsons Brinckerhoff, Mr Philip Chien, led the discussion on project financing arrangements.
