INDUCTION PROGRAM 

In what has become an annual activtiy that launches the MSc(PM) programme, each intake undertakes group induction exercises that draws together the various disciplines to address a major development scheme. The Intake is divided into three multi-disciplinary teams of 10-11 participants with each team comprising of at least one member of each profession typifying a true development scheme. 
One such recent exercise coincided with a real life land tender by the Singapore's Urban Redevelopment Authority involving a downtown "White Site". Launched during URA's tender period, the submission of the tender bids by the groups matched the exact dates of the official bids. Detailed analyses and bid preparation by the students included specific development proposals which ended up mirroring very closely this live case. The groups were also required to present their proposals to a panel of experts invited from industry. A sample of the exercise requirements is as follows:

Development Project Requirements 

Each team is required to undertake an independent investigation of the site as property development consultants for a prospective developer. The team is then expected to submit its Consultancy Report comprising the following: 
  • Conceptual plans of the development, 
  • A detailed assessment of how the planning concept, design guidelines and development control guidelines will be met by the intended development, and also the design and financial implications of these guidelines, 
  • A detailed building programme for the development 
  •  A comprehensive Feasibility Study of the potential development scheme showing the overall development investment needed & demonstrating the process of arrival at a Tendered Sale Price. 

While the sources of funds for such an intended scheme may be considered, it should be assumed that the developer's ability to secure the necessary funding should not be a factor. Consideration of funding should however be consistent with market practice.

Teams are expected to make their own independent enquiries on matters relating to such a tender submission through professional and industry channels. The pursuit of probable scenarios is expected to mirror a real professional setting under which consultants would be performing, and should be undertaken with due regard to all matters sensitive or otherwise that may have some influence on the final tendered sum. In instances of doubt, the Department should be consulted, and the necessary clarifications sought from URA and/or external organisations. The teams may make all reasonable assumptions needed in relation to their proposals, but must be able to support and substantiate them accordingly.
